Fleet Management Company Organization Structure

ABSTRACT

During the past thirty (30) years worldwide fleet faced rapid expansion and substantial growth in terms of vessel's available carrying capacity, i.e. tonnage offered, in order to cover the increased transportation demand for a vast variety of commodities. The implementation of new rules and regulations introduced either through marine regulatory bodies or commercial organizations and the new international political, economical and environmental scenery have affected dramatically the fleet management practices.

Therefore, it is obvious that fleet management has changed in every aspect such as commercial sector due to new trading patterns and newly introduced third party inspections, technical and engineering sector due to new concepts implemented affecting vessel's structural design and performance, operational sector due to new port and bunker regulations, legal and insurance area, recruitment practices due to new crew education, training and certification requirements, safety and quality procedures due to respective elements introduction. Consequently the shore based organizations, i.e fleet management companies had to be developed accordingly in order to fulfill the requirements of the new shipping industry standards.

This paper deals with the different fleet management models adopted in the shipping industry, the factors that led in implementation of these models and the means used for evaluation of effectiveness of the fleet management systems. Comparison between the organizational structures of fleet management companies dealing in different commercial sectors of shipping, the role of marine regulatory and certification bodies in the establishment of current and future fleet management practices and performance evaluation methods and techniques are also included in the scope of this paper. Finally, it has to be noted that implementation and interaction of all the above will be thoroughly covered for both on the onboard and the ashore organization of fleet management companies.

1. INTRODUCTION

Shipping, or carriage of goods by water, has played a significant role in the development of human society over the centuries. Shipping has been a crucial link by which commercial relationships have been established between widely separated parts of the world. There are two (2) major types of shipping services, the shipload services, which move goods in bulk for one or a few shippers; and liner services, which carry relatively small shipments of general cargo on a regular schedule for many shippers.

The shipping industry is considered to be a catalyst for economic development, as it facilitates 90% of world trade. Adam Smith propounded the economic significance of the shipping sector saying that it offers a cheap mode of transportation, helping to open up larger markets. Countries that have played significant role are Greece, India, UK, North European countries, Philippines and Japan.

The shipping industry transports cargo through designated sea routes. It can be broadly classified into four major categories such as the wet bulk, including the transportation of crude oil and other petroleum products, the dry bulk, involving the shipment of iron ore and coal, the liners carrying small shipments of general commercial freight and the passenger vessels that are a separate category.

Some ships are owned by firms engaged in the production or processing of goods in bulk. Typical examples are tankers owned by petroleum companies, and bulk carriers owned by steel companies. Most vessels, however, are owned by firms whose prime business is shipping. These owners make their vessels available to importers/exporters through a highly efficient international network of shipping brokers.

However, vessels' management is done by dedicated fleet management companies. It is very interesting to have a look on the definitions given for the term fleet management. Fleet management is the management of a company's vehicle fleet. Fleet management also refers to the management of ships while at sea. Ships are normally given to fleet management companies that handle aspects like crewing, maintenance, and day-to-day operations. This gives the ship owner time to concentrate on cargo booking (1). Shipping industry standards state that vessel's management is undertaken from fleet technical management companies certified by authorised recognised organization (RO), i.e. classification societies and/or flag administration. Fleet technical management incorporates all issues related to the daily follow up of vessel's operation such as registration and classification society enrolment,  follow up of maintenance and repairs, supplies, provisions and purchasing of necessary spare parts, recruitment, the daily operation while all the above should be done under the umbrella of the safety, quality, environmental and health procedures.

Το καθιερωμένο βραβείο ΕΛ.Ι.Ν.Τ απονεμήθηκε φέτος κατά τη διάρκεια του Επίσημου Δείπνου στο Ναυτικό Όμιλος Ελλάδος στον κ. Αθανάσιο Μαρτίνο για τη μεγάλη του προσφορά στο ναυτιλιακό χώρο αλλά και για το σημαντικό κοινωνικό έργο.
